Presiding Officer Statement: Royal Assent - National Assembly For Wales (Official Languages) Act 2012.

The Presiding Officer announced that on 12 November, Royal Assent was given to the National Assembly for Wales (Official Languages) Act 2012 which places a statutory duty on the National Assembly for Wales and the Assembly Commission to treat both the Welsh and English languages on the basis of equality.

 

The Presiding Officer also referred to this being a historic occasion, as it is the first Act of the Assembly to receive Royal Assent.

The following amendments have been tabled:

Amendment 1 - William Graham (South Wales East)

Delete all and replace with:

To propose that the National Assembly for Wales:

Calls on the Welsh Government to redraft its Draft Budget for 2013-14 so that it:

a) addresses the extreme financial pressures on the Health Service due to the real terms cuts of £493 million pounds over three years;

b) meets the needs of businesses in Wales, which is crucial in creating employment;

c) closes the funding gap between school pupils in Wales and England; and

d) makes provision to alleviate council tax rises for hard-pressed Welsh households.

Amendment 2 - Aled Roberts (North Wales)

Add as new point at end of motion:

Regrets the education spending gap between England and Wales that will be exacerbated by the failure to substantially increase the Pupil Deprivation Grant in 2013/14.  

Amendment 3 - Aled Roberts (North Wales)

Add as new point at end of motion:

Regrets that the Draft Budget does not seek to address the lack of access to innovative treatments in the NHS.
