·         Updates on decision-making for the Discretionary Assistance Fund (DAF) and forecasted demand on the fund;

·         Examples of improvement works carried out by local authorities and town and community councils in response to the pandemic that are likely to have long term positive effects for the communities;

·         Updates to the Committee on the work between the Ministerial Town Centre Action Group and local authorities and town and community councils that aims to create local supply chains using small businesses.

4.1 The Committee scrutinised the Ministers on the Welsh Government Draft Budget 2021 – 22.

4.2 The Minister for Health and Social Services agreed to provide a note on the indicators used for the new formula to allocate funding to health boards and how it takes account of specific population needs and characteristics in different parts of Wales.

4.3 The Deputy Minister for Health and Social Services agreed to provide a note on the £8 million that has been drawn down by local authorities for children and social services under the local government hardship fund.

4.4 The Deputy Minister for Health and Social Servcies also agreed to provide the Committee with the cross-Government outcomes framework report relating to the Children and Communities grant, once available.

4.5 The Committee agreed these requests would be followed up in its report on the Draft Budget.
