3.1 The Committee considered the Welsh Government’s response to the Committee Report and agreed to seek clarification on Recommendation 4 together with the allocation of finance each health board will receive in order to improve their outpatients targets.

2.1 Members received evidence from Dr Andrew Goodall, Director General of Health and Social Services and Chief Executive of NHS Wales and Dr Chris Jones, Deputy Chief Medical Officer as part of the inquiry into the Management of follow up outpatients across Wales.

2.2 Dr Andrew Goodall agreed to:

·         Provide a list of the improvements that each health board is being asked to make

·         Share the feedback from the Ophthalmology Implementation Board on the outcomes of the new eye care measures

·         Share examples of the pieces of work that clinicians are leading on as part of the improvements driven by the national planned care programme and its associated speciality boards.

3.2 RNIB Cymru agreed to send further information on:

·         Funding for Eye Clinic Liaison Officers in each health board;

·         Typical staffing structure of Ophthalmic Diagnostic and Treatment Centres; and

·         More information about the roll out of the e-referral electronic patient record and the information which is required to ensure the necessary steps are taken around imaging and technology to allow concerns about patients to be escalated to consultants

3.2 Len Richards agreed to send further information on:

·         Send the results of the recent internal/clinical audit work undertaken regarding outpatient follow up appointments;

·         Confirmation as to whether all optometrists located in the Cardiff and Vale Health Board area will be able to refer patients for a consultant appointment electronically when the system is rolled out during the first quarter of the 2019-20 financial year;

·         The number of out of area patients currently waiting for an outpatient referral together with a breakdown of the service areas.

3.2 The Committee agreed to undertake an inquiry into this issue if the Health, Social Care and Sport Committee are unable to schedule this issue into their work programme.
