Rowlands declared the following relevant interest under Standing Order 17.24A:
He
attended a previous meeting between Natural Resources Wales and the petitioners
and will be attending a future meeting planned for the Spring.
Members
considered correspondence from Natural Resources Wales together with further
comments from the petitioners and agreed to request an update from NRW
following the public meeting planned for spring 2018, especially in relation to
progress made in discussions with the Welsh Government over possible funding
options and the planned feasibility study with Caerphilly Council.

petitioner and agreed to write back to Natural Resources Wales to share the
latest comments from the petitioners and accept their offer to update the Committee
by early November, on progress towards commissioning the feasibility study into
the options for Cwmcarn Forest Drive.

Rowlands declared the following relevant interest under Standing Order 17.24A:
He
has previously attended meetings for the campaign to re-open Cwmcarn Forest
Drive and indicated his support for the attempts to re-open the Drive.
The
Committee considered correspondence from the Cabinet Secretary for Environment
and Rural Affairs along with further comments from the petitioner and agreed to
write to Natural Resources Wales to ask for more details of the timeframe for
the study into the commercial feasibility and management of the Drive and
seeking their views on the petitioner’s comments relating to funding for other
facilities for mountain bike users.

The
Committee considered the petition for the first time and agreed to write to the
Cabinet Secretary for Environment and Rural Affairs to ask if the Welsh Government
has considered providing funding to NRW to support the reopening of the Forest
Drive to vehicles, and to highlight the petitioner’s concerns about the
timescales for the proposed study.
