Reviewing Standing Orders in relation to political groups

Minutes:

The Committee considered reviewing Standing Orders in relation to political groups.

 

The Trefnydd made a proposal for amending the Standing Order, which was supported by Sian Gwenllian. Mark Isherwood and Caroline Jones did not support the proposal; they support retaining the existing Standing Order.

 

Business Committee agreed to consult with the Members not represented on the Committee, and will consider the comments at its meeting on 2 March.

3. Notes that this motion takes effect when section 28 of the Senedd and Elections (Wales) Act 2020  is commenced by order made under Section 42 (3) (b) of the Senedd and Elections (Wales) Act 2020.

Impact of the Wales Act 2017 on the Assembly’s Standing Orders

Minutes:

Business Managers considered a paper on the impact of the Wales Act 2017 on the Assembly’s Standing Orders regarding the Secretary of State’s participation in proceedings, in particular around the debate on the UK government’s legislative programme. The Committee also considered how the debate on the Welsh Government’s legislative programme might be given a higher profile in future and agreed that Commission and Welsh Government officials should discuss options for future consideration.

 

Business Managers were invited to consult with their groups on these issues and return to the paper at a future meeting.

Minutes:

Business Managers considered a draft report on the proposed changes to Standing Order 12 for introducing Topical Questions and revising the criteria for Urgent Questions.

 

Business Managers agreed the report, subject to one change to the draft guidance, and to table a motion to revise Standing Orders for debate on 5 April 2017.

 

Business Managers also agreed to review the new procedure in the autumn term, including the amount of time allocated and when they are scheduled.

Letter from the Counsel General to the Llywydd regarding Consolidation Bills

Minutes:

The Business Committee noted a letter from the Counsel General regarding his response to the Law Commission on its report on ‘Form and Accessibility of the Law Applicable to Wales’.

 

In light of the Law Commission’s findings the Counsel General indicated in his letter that he was content to resume the process of introducing a procedure for Consolidation Bills, which Welsh Government and Assembly Commission Officials begun in May 2014.

 

Business Managers indicted that they were content to resume co-operating on proposals for amending Standing Orders to include a procedure for the consideration of Consolidation Bills and to write to the CLA Committee informing them of this decision.
