The Committee considered the forward wok programme. It agreed the following:

to hold evidence session next half term on COVID-19 related business;

an approach for the pre-appointment hearing of the preferred candidate for the
role of Chair of the Higher Education Funding Council for Wales;

to write to the Minister for Education with a summary of the Committee’s
findings on its short inquiry into school improvement and raising standards,
paused due to the pandemic;

which areas it would like to focus on in each of the Annual Report sessions;

to write the te Welsh Government to request detailed written information to
inform the Committee’s Draft Budget scrutiny;

to return to consider school funding at a later date;

to return to consider legacy work at a later date; and

12.1 The Committee considered it’s approach to forthcoming legislation.
12.2 The Committee:
· agreed an in principle approach to Stage 1 scrutiny of the Curriculum and Assessment (Wales) Bill, subject to its introduction before the summer recess;
· noted the Welsh Government’s statement of 9 June 2020 indicating that the Tertiary Education and Research (Wales) Bill will be published as a Draft Bill and its introduction postponed; and
· agreed to write to the Welsh Government to request an update on the timescales for the implementation of the next stages of Additional Learning Needs reforms, and an indication of whether the Welsh Government will be publishing a response to the points raised in last year’s consultation on the Draft ALN Code in advance of laying the final version before the Senedd.

The Committee considered the forward work programme. Members agreed the
following for the Autumn term:

scrutiny session with the Minister for Education on the new curriculum as part
of its ongoing scrutiny of curriculum reform;
·
A
one-off session on early years childcare and education, to include follow up on
Flying Start: outreach and matters arising during scrutiny of the Childcare
Funding Bill;
·
A
short inquiry into Children’s Rights in Wales;
·
Draft
Budget Scrutiny;
·
An
inquiry into Education other than at school and Pupil Referral Units;
·
A
one-off session on school improvement and raising standards; and
·
Ongoing
follow-up work on existing commitments and scrutiny of annual reports.

The Committee noted the information available about the legislative programme, including
the anticipated need to complete Stage 2 proceedings on the Children (Abolition
of Defence of Reasonable Punishment) (Wales) Bill should it progress beyond
Stage 1.

1.2
The Committee considered its forward work programme.
1.3
Members discussed the Welsh Government’s legislative programme, and the likely
remittance to the Committee of Bills relating to:
- the removal of the defence of reasonable
punishment;
- post-compulsory education and training;
- curriculum reform.
1.4
Members agreed approaches to specific pieces of work they had committed to
undertaking, including:
- Follow-up scrutiny of the implementation
of its Mind Over Matter recommendations;
- Diamond Review and in-year financial
scrutiny: HE and FE funding;
- Post-legislative scrutiny of the Higher
Education (Wales) Act 2015.

Members agreed to consider, in due course, the scope of work on:
- School improvement and raising
standards;
- Pupil Referral Units (PRUs), exclusions
and Education Other Than At School (EOTAS);
- Post-legislative scrutiny of the Rights
of Children and Young Persons (Wales) Measure 2011;
- Follow-up scrutiny of the implementation
of its Flying Start Outreach recommendation.

The Committee agreed to conduct an inquiry into the Welsh Baccalaureate, with a
consultation launched before the summer recess.
6.3
The Committee agreed to write to the Cabinet Secretary for an update on
Neonatal Care, particularly in relation to the third edition of neonatal
standards.
6.4
The Committee agreed to write to the Cabinet Secretary to clarify the position
on funding for the Children and Families Delivery Grant.
6.5
The Committee agreed to write to the Cabinet Secretary, seeking further
information on the timings for the forthcoming School Organisation Code.
6.6
The Committee agreed to write to the Finance Committee to highlight concerns
about the temporary of data provided by the Welsh Government for draft budgets.
6.7
The Committee agreed to write to the Welsh Government outlining some key issues
it would like to address as part of the next budget round, including its
expectations that a CRIA will be provided for the 2019 – 2020 Draft Budget.
