The Trefnydd stated that the Cabinet Secretary had indicated that he did not consider there was sufficient substance to warrant an oral statement, noting also the length of scheduled proceedings on 2 December which includes Stage 3 of the Bus Services (Wales) Bill. The Trefnydd indicated that she would discuss the point raised with the Cabinet Secretary.

will be issued next week, the Cabinet Secretary will answer Oral Questions next
Wednesday and will also be giving evidence to the Children, Young People and
Education Committee on this subject in September. However, the Trefnydd agreed to discuss the possibility of an oral
statement on this matter early in the autumn term with the Cabinet Secretary.

indicated that the debates on the Crown Estate and Learner Travel have been
brought forward to 25 March to accommodate the Legislative Statement on the Bus
Services (Wales) Bill and related statements, which have been postponed to 1
April.
The Trefnydd also
indicated that Stage 3 proceedings on the Welsh Language and Education (Wales)
Bill, which had been due to take place on 1 April, are now scheduled for 6
May. This is to allow time for further discussion between the Cabinet
Secretary for Finance and Welsh Language and Members on the approach to stage 3
amendments.
The Llywydd
highlighted that the new date immediately follows a bank holiday Monday, and is
also understood to be the same day that Stage 3 proceedings on the Legislation
(Procedure, Publication and Repeals) (Wales) Bill are currently anticipated to
be scheduled.
Business Committee
discussed the impact on tabling deadlines for amendments and the practical
difficulties that the proposed scheduling could cause to Members, group office
staff and Commission staff. The Trefnydd agreed to consider the points raised
and the options for scheduling the proceedings prior to the Business Committee
returning to the matter at the following meeting.

small number of technical amendments are required to the Bill due to changes
that have been made to the UK Procurement Bill. As the timetable for the UK
Procurement Bill has changed and it may not complete its scrutiny before the
current deadline for tabling amendments to the Health Service Procurement
(Wales) Bill at Stage 3, the Trefnydd indicated that the Government will
continue to monitor its passage and will further update the Business Committee
of any impact this has on the Stage 3 debate as necessary.

policy announcements being made to the media rather than to the Senedd.
The
Llywydd stated that it was her long-held view that significant policy
announcements should be made in Plenary, and that she would continue to use her
discretion to accept Topical Questions relating to such matters. The Trefnydd
thanked Business Managers for raising the issue and agreed to feed their
concerns back to Ministers.
