Minutes:

The Board considered an update on Senedd Reform
and noted the common assumptions intended to inform the work of preparing cost
estimates for a bill on Senedd reform.

The Board noted that the majority of interviews
held with Members as part of the engagement exercise on Ways of Working have
taken place. The Board agreed to receive a presentation on the findings of this
exercise at its February meeting.

The Board agreed to write to the Llywydd as
Chair of the Commission to establish a mechanism for formal dialogue between
the Board and Commission on Senedd Reform.

The Board also agreed to commission research
into the implications of multi-member constituencies for how elected Members
discharge their role.
- The Board agreed to invite IPSA to a future meeting to talk about their strategic work programme.

Minutes:
4.1
The
Board considered a paper on Senedd Reform, focusing on the findings and
recommendations of the Special Purpose Committee on Senedd Reform’s Report and
the next steps anticipated for Senedd Reform.
4.2
The
former Chair to the Special Purpose Committee on Senedd Reform, Huw
Irranca-Davies, attended the Board meeting and gave his perspective on the work
of the committee and the next steps to realising Senedd Reform by 2026.
4.3
The
Board agreed to speak to the political groups early in the autumn term to
understand their perspective on the impact of Senedd Reform on resourcing
needs. The Chair noted that she and the Llywydd have agreed to regular meetings.
4.4
It
was noted that the Board would need to give consideration to cost estimates
during preparations for the Bill on Senedd Reform.
Action:

The
secretariat to provide the Board with a detailed outline of the engagement
activity with stakeholders in relation to the Board’s consideration of Senedd
Reform prior to the convening of the next Board meeting in October.
