To propose that the National Assembly for Wales:

Notes the report of the Children and Young People Committee on the inquiry into children's oral health, which was laid in the Table Office on 22 February 2012.

Note: The response by the Welsh Government was laid on 25 April 2012.

The Motion was agreed, in accordance with Standing Order 12.36.

2.1 Members agreed the draft report on Children’s Oral Health and were also in agreement to launching the report in a school participating in the Designed to Smile programme.

Consideration of the draft report

5.1 Subject to a couple of minor amendments, Members agreed the draft report on Children’s Oral Health.

5.1 Members considered the draft recommendations for the oral health inquiry.

5.1 Members discussed the key issues that have arisen from the inquiry into oral health and noted that draft recommendations would be available for their consideration at the meeting on 7 December.

2.1 The Chair welcomed the Minister and her officials to the meeting. Members questioned the Minister.

2.2 The Minister agreed to provide further information on:

·         The evaluation of the Design to Smile programme

·         The number of children within Local Health Board areas registered with Community Dental Service outside of the scheme.

·         Numbers of Children included in the worst quintile who are being targeted to raise levels to the middle quintile

·         Breakdown of schools included in the programme outside of the targeted areas by Local Authority

·         Number of Heath Visitors involved in the delivery of Design to Smile programme for the 0-3 elements and how the additional funding is provided.

·         The evaluation undertaken by previous Welsh Ministers on the possibility for water fluoridisation and supporting evidence.

3.1 The Chair welcomed Mary MacDonald, Carol Maher and Paula Roberts. The Members questioned the witnesses.

3.2 The Chair agreed to write to the Minister for Health and Social Services seeking clarification on the role of school nurses.
