change the Guidance on the proper conduct of Senedd business to replace
the requirement that time must be scheduled for Member’s Legislative
Proposal (“MLP”) debates with flexibility for the Seventh Senedd Business
Committee to schedule such debates if it wishes to do so.
- That officials should
provide advice on whether changes to the name and/or description of MLP
debates could alleviate the potential for confusion between such debates
and the Member Bill process.

The Business Committee considered feedback received from the Chairs’
Forum on proposed changes to the Guidance on virtual and hybrid proceedings
relating to in person attendance during Bill amending stages and achieving
greater alignment between guidance on voting in plenary and committee
proceedings. The Business Committee:
- noted its satisfaction
with the proposed changes to the Guidance, including those requested by
the Chairs’ Forum;
- agreed to schedule time in
plenary on 5 November 2025 for consideration of proposed Standing Order
changes it had previously agreed on 18 September 2025;
- noted that the updated guidance will be issued and published as soon as possible after the Standing Order change motion has been disposed of.

Members noted that there was no likelihood of agreement on a recommendation for formal procedural change. The Business Committee agreed that officials should implement the options outlined in the paper to improve the transparency and operation of the current practice surrounding the admissibility of amendments that are identical to, or differ only in trivial respects that have no legal effect from, amendments that have already been tabled.

- To propose a change to Standing Orders to require that emergency Bills that the Senedd agrees may be introduced without an explanatory memorandum must nevertheless be accompanied by a justice impact assessment;

There was broad agreement that guidance on in-person
participation for all amending stage proceedings on all types of Bills should be
strengthened, subject to feedback from political groups. Business Managers
noted the Welsh Conservative Group’s preference for in-person participation in
all Senedd proceedings.
Business Managers agreed to propose that Standing Orders should be amended to enable the Committee of the Whole Senedd (but not other committees) to vote electronically, and to clarify that it is an individual Member’s responsibility to ensure that they have in person or remote access to all committee meetings and any means of voting in use.
