We already have a culture of problems with youth due to the lack of 'parenting' or 'teaching'. As a child, if I misbehaved, I would get a quick smack on the backside or arm. It was not painful but as a child shocked me. Accompanied by a stern word, it made me realise that what I did was wrong and not to do it again. It hasn't harmed me or anyone else in my generation.

I don't think there is a need as people who do smack their children if they misbehave, only do so as a last resort if all other punishments (such as time outs etc) do not work.
