This is too simplistic.
There are plenty of laws regarding assault.
There are unintended consequences to this.
Teenagers can use it to blackmail parents.
It can be used mendaciously.
Children will tell lies.
It deprives parents of the ultimate sanction.
It will be largely unenforceable.
