I do not believe a smack is abusing a child. When young they do not understand verbal reasoning and shaking has proved to be much more harmful for eg. Parents who love their children need to discipline them and should not be accused of criminal behaviour for this. I think the authorities could be deluged with investigations if this became law and it would take unnecessary time away from real criminal investigations.

No. The law already protects children from abuse.
