[1]          Huw Irranca-Davies: Good afternoon and welcome, everybody, to this session of the Constitutional and Legislative Affairs Committee on Monday 30 January. We have the normal housekeeping announcements in terms of the English and Welsh translation that’s available. We’re not expecting any fire alarms, so, if there is one, exit by the normal exits. And, otherwise, we have no apologies today. We have the full turnout on the committee, which is great. No apologies to make.

Instruments that Raise No Reporting Issues under Standing Order 21.2 or 21.3

 

[2]          Huw Irranca-Davies: So, we can move straight on to item No. 2. We have three instruments there, and your first set of papers that was circulated—three instruments that raise no reporting issues under Standing Orders 21.2 or 21.3. We have negative resolution instruments with clear reports. These are all statutory instruments with clear reports: the Non-Domestic Rating (Small Business Relief) (Wales) (Amendment) Order 2017, the Council Tax (Administration and Enforcement) (Amendment) (Wales) Regulations 2017, and the Council Tax (Demand Notices) (Wales) (Amendment) Regulations 2017. As I say, they’ve come through with clear reports, with nothing from our excellent team of legal analysts who support the committee. [3]          Huw Irranca-Davies: So, if we move on to item No. 3, where we have papers to note, and the first of which is correspondence from the Cabinet Secretary for Finance and Local Government, who appeared in front of us very recently. It’s his correspondence from 23 January in respect of the Land Transaction Tax and Anti-avoidance of Devolved Taxes (Wales) Bill. Now, we need to obviously note that correspondence, which is the Cabinet Secretary’s response to the Finance Committee’s report on the general principles of the Bill. It’s quite an interesting read, but there’s nothing of direct relevance for us to discuss today, so we’ve copied it round to all members of the committee. Are you happy to note that? Okay. Thank you very much.

 

[4]          And then, if we move on to the correspondence from the Llywydd of 26 January 2017 to the committee, I’d invite Members to note the correspondence, which was circulated, and to note also that paper 4 is the annex referred to in the Llywydd’s letter. Now, you’ll recall that the previous committee, in the ‘Making Laws in Wales’ report, recommended that the Business Committee should introduce a Standing Order on consolidation Bills and this letter—which is indeed very interesting and I’m sure all Members have been through it there—it provides an update to the committee on the work of developing procedures in this regard. It does, in the last paragraph, seek our views. Now, could I suggest we return to this? Because I think there are some interesting things that do arise from this letter and also what it refers to—the work that’s been done within the Business Committee, the Counsel General’s thoughts on this as well—so, if we can return to this in private session and discuss what we might do and how we might respond to the Llywydd’s invitation at the end of that letter—. Are you content with that?
