The proceedings are reported in the language in which they were spoken in the committee. In addition, a transcription of the simultaneous interpretation is included. Where contributors have supplied corrections to their evidence, these are noted in the transcript.

[1] Nick Ramsay: Good afternoon. I welcome members of the committee to the first meeting of the Public Accounts Committee in the fifth Assembly. Welcome. We have apologies today from Mike Hedges and Rhun ap Iorwerth—they were unable to be with us.
[2] We have the auditor general sitting to my left. Would the auditor general briefly like to introduce himself to Members and explain a little bit about what you do?
[3] Mr Thomas: Thank you, Chair. Well, welcome, everyone. As Nick said, I am the auditor general. We’ll have a chance later on to go into the details of exactly the range of work I cover, but I think it would be useful if I just draw attention to the fact that over half my staff are engaged in financial audit but that you will see most frequently the staff who are engaged in performance audit. Sitting opposite me is the assistant auditor general, Gillian Body, who looks after performance audit; Matthew Mortlock, who is the director responsible for the value-for-money studies that you will see; and Jeremy Morgan, who acts as a liaison with the clerks. There are others, obviously, who will come from time to time, particularly those responsible for health sector audits, and also those who are responsible for particular special studies that we undertake. But, as I said, I’ll explain later on exactly how we divide our work.
[4] Nick Ramsay: Thank you. Would the Commission officials also like to briefly introduce themselves?
[5] Ms Buckle: Yes. My name’s Fay, and I think I’ve met most of you already. Just to briefly outline my role, I’m the clerk to the committee and my role is to my manage the small team that provides the committee with strategic, procedural and administrative support. So, we have a deputy clerk to the committee, Claire Griffiths, and a second clerk, Meriel Singleton, who help me. I also lead an integrated team of specialists from other services across the Assembly Commission, including research, communication and translation services, who also provide the committee with a wide range of support. So, I’m here to help you all and to answer your questions as we go into the detail of this meeting later on. Okay?
[6] Nick Ramsay: Excellent, thank you.
[7] A little bit of housekeeping: headsets are available in the room for translation and sound amplification—translation on channel 1. Can I remind Members to ensure that any electronic devices are on ‘silent’? In the event of an emergency, an alarm will sound and ushers will direct everyone to the nearest safe exit and assembly point.
