[1]               David Melding: Good afternoon, everyone, and welcome to this meeting of the Constitutional and Legislative Affairs Committee. I have had apologies from Julie James, but I am pleased to welcome Mick Antoniw as a substitute. There are just the usual housekeeping announcements to be made. We do not expect a routine fire drill, so, if we hear the alarm, please follow the instructions of the ushers, who will help us to leave the building safely. Please switch off any electronic device or switch it over to silent mode. These proceedings will be conducted in Welsh and English, and when Welsh is spoken, there is a translation on channel 1 of the headsets, and channel 0 will amplify our proceedings.

[2]               David Melding: The instruments are listed, if we have any questions. Are we content?

 

[3]               Eluned Parrott: May I just raise a question? I believe that there was a petition to the Petitions Committee appertaining to mobile homes, and I am wondering whether there is any crossover between the regulations that are before us now and the subject of that petition?

 

[4]               David Melding: I have no idea. Can anybody help?

 

[5]               Mr Griffiths: I am afraid that I have no idea either.

 

[6]               David Melding: Perhaps we can drop you a note.

 

[7]               Eluned Parrott: Okay, thank you.

 

[8]               David Melding: So, we have no instruments with reporting issues. Am I right in saying that? I see that I am, so we can move on.

[9]               David Melding: There is correspondence from Welsh Government Ministers, First, in relation to the Higher Education (Wales) Bill, there is a letter from the Minister for Education and Skills setting out his reasoning. I am not sure that we can go any further; it will be there to be examined.

 

[10]           Simon Thomas: It is useful to have the explanation of the ‘mays’ and so forth.

 

[11]           David Melding: So, we will be considering our draft report in the autumn and can return to those matters that still cause us any concern.

 

[12]           There is correspondence from the Minister for Communities and Tackling Poverty in relation to the Well-being of Future Generations (Wales) Bill. That contains a policy intent statement for the secondary legislation under the Bill, which is quite helpful, I think.

 

[13]           Mick Antoniw: On this, our involvement as a committee will be to do with the constitutional aspects of the Bill, because the environment committee is going to—

 

[14]           David Melding: Exactly.

 

[15]           Mick Antoniw: I have a number of issues on the policy side, but I do not really want to raise them here, because it seems to me that it is not the right forum.

 

[16]           David Melding: We will have our session in the autumn with the Minister. I see that there is nothing else that any Member wishes to raise.

Motion under Standing Order 17.42 to Resolve to Exclude the Public from the Meeting

 

[17]           David Melding: I move that

 

the committee resolves to exclude the public from the remainder of the meeting in accordance with Standing Order 17.42(vi).

 

[18]           I see that no Member objects. Please clear the public gallery and switch off the broadcasting equipment.
