[1]               David Melding: Good afternoon, everyone, and welcome to this meeting of the Constitutional and Legislative Affairs Committee. I have apologies from Julie James, and I am very pleased to welcome Mick Antoniw to this meeting. As we all know, he is very familiar with our work. I will start with the usual housekeeping announcements. We do not expect a routine fire drill, so, if we hear the bell, please follow the instructions of the ushers, who will help us to leave the building safely. Please switch off all mobiles and other electronic equipment—even on ‘silent’, they can interfere with our systems. These proceedings will be conducted in Welsh and English. When Welsh is spoken, translation is available on channel 1, and channel 0 will amplify our proceedings if you are hard of hearing.

[2]               David Melding: Item 2 is for instruments that raise no reporting issues, but they are listed, should anyone have any issues. There are just the two, and I see that we are content.

[3]               David Melding: Under this item, we have an additional note from the Government on the Fruit Juices and Fruit Nectars (Wales) Regulations 2013, which will probably require some merits scrutiny. Have I got that right, Gwyn?

 

[4]               Mr Griffiths: Diolch, Gadeirydd. Fel y gwelwch, mae’r Llywodraeth wedi ymateb i’r ddau bwynt a godwyd. Os edrychwch ar Atodlen 12, mae cyfeiriad at dermau yno—

 

Mr Griffiths: Thank you, Chair. As you see, the Government has responded to the two points raised. If you look at Schedule 12, there is reference to terminology there—

[5]               vruchtendrank, Süßmost, succo e polpa, sumo e polpa’.

 

[6]               Mae’r geiriau hynny, os wyf wedi eu hynganu yn iawn, mewn ieithoedd gwahanol, ond nid oes awgrym pa ieithoedd ydynt. Dyna’r pwynt sydd wedi’i nodi yn yr adroddiad drafft. Yn anffodus, mae’r Llywodraeth yn cytuno mai ieithoedd estron ydynt, ond nid yw’n esbonio pa ieithoedd ydynt.

 

Those words, if my pronunciation was correct, are in different languages, but it is not noted which languages they are. That is the point that is noted in the draft report. Unfortunately, the Government agrees that these are foreign languages, but it does not explain which foreign languages they are.

[7]               Mae’r ail bwynt yn esbonio’r ffaith nad yw ‘asiantau asideiddio’ wedi cael eu hesbonio ac nad oes cyfeiriad at y term hwnnw yn y rheoliad Ewropeaidd. Mae’r Llywodraeth o leiaf yn esbonio yn yr achos hwn beth y mae hynny’n ei olygu, a rwy’n gobeithio y bydd hynny rhywfaint o ddefnydd i bobl sydd â diddordeb yn y rheoliadau hyn.

 

The second point explains the fact that ‘acidifying agents’is not explained and that there is no reference to that in the European regulation. The Government has at least explained in this case what that actually means, and it is hoped that that will be of some use to people who are interested in these regulations.

[8]               David Melding: Are there any further views?

 

[9]               Simon Thomas: Diolch am yr eglurhad hwnnw. Roeddwn ddim ond am ddweud imi ddarllen hwn â chryn dipyn o ddiddordeb a dysgu llawer iawn am yr hyn y mae sudd yn gallu ei wneud. Nid oeddwn yn ystyried ei bod yn broses mor gymhleth nac ychwaith bod modd gwneud cymaint â’r hyn sy’n ymddangos yn rhywbeth cwbl naturiol ar yr olwg gyntaf. Felly, mae’n enghraifft dda o reoliadau ar lefel cyfraith Ewropeaidd yn galluogi’r cwsmer, o leiaf mewn theori, i ddeall yn well beth sy’n cael ei wneud yn ei enw. Roeddwn am nodi hynny.

 

Simon Thomas: Thank you for that explanation. I would just say that I read this with some interest and I learnt a fair bit about what is involved in the process of making juices. I had not considered that the process was quite so complex and that so much could be done to what at first sight appeared to be a completely natural product. So, it is a good example of where regulations under European law can enable the customer, at least in theory, to better understand what is done in their name. I just wanted to put that on the record.

[10]           David Melding: Are there any other views? So, will we incorporate the Government’s response accordingly, and that we are happy with the tone of the report? I see that Members are in agreement. So, with those adjustments, we shall issue that. There is nothing further among the items on the public agenda.
