The minutes for the meeting were agreed by the Committee for publication.



3       Organisation of Business




3.1   This Week's Business



·         Voting on the LCM will take place directly after that item.

·         All other voting (other than Stage 3) will take place before the Stage 3 debate and voting on Stage 3 will take place throughout the item.




·         Voting Time will take place before the Short Debate.



3.2   Three Week Timetable of Government Business

Business Committee noted the 3 Week Timetable of Government Business.



3.3   Three Week Timetable of Assembly Business

Business Committee determined the organisation of Assembly business and agreed to schedule the following items of business:



Wednesday 12 February 2020 –

·         Member Debate under Standing Order 11.21(iv) (60 mins)

·         Debate on the Equality, Local Government and Communities Committee report: Rough sleeping follow up - Mental health and substance misuse services (60 mins)

·         Time allocated to the Welsh Conservatives (60 mins)



4       Legislation



4.1   Timetable for the Renting Homes (Amendment) (Wales) Bill

Business Managers agreed in principle to refer the Bill to the Equality, Local Government and Communities Committee to consider the general principles, and to write to the committee to consult on the proposed timetable.



5       Committees



5.1   Proposal to amend the name and remit of the Constitutional and Legislative Affairs Committee

Business Committee noted that the recent Commission on Justice in Wales had recommended that the Assembly should take a more proactive role in the scrutiny of the operation of the justice system and monitor and review progress on justice reform. 

The Committee agreed to propose to the Assembly that the name of the Constitutional and Legislative Affairs Committee be changed to the Legislation, Justice and Constitution Committee – Y Pwyllgor Deddfwriaeth, Cyfiawnder a’r Cyfansoddiad - with the addition of a reference to justice in its remit. 

Business Managers noted that functions in relation to justice that are within the competence of the Assembly and within the remits of other committees – such as services to support offenders, ex-offenders and to promote rehabilitation that relate to housing, education and training, economic development and local government – would remain the responsibilities of those committees. 





6       Plenary



6.1   Proxy Voting

Business Managers considered the paper and the consultation responses from Members, alongside the latest information from the House of Commons, and agreed in principle to introduce a proxy voting scheme for parental leave on a trial basis until the end of this Assembly. The Committee asked the Secretariat to bring forward proposals for Standing Order changes and guidance to a future meeting.



7       Any Other Business

The Llywydd reminded Business Managers that they will be returning to the paper on Committee membership, chairs and political balance, including d’Hondt at next week’s meeting.
