1       Introductions, apologies and substitutions

The Llywydd sent her apologies and The Deputy Presiding Officer chaired the meeting in her place. Caroline Jones also sent her apologies, and David Rowlands attended as a substitute.

3.2   Three Week Timetable of Government Business

The Trefnydd notified Business Managers of the following change to Government Business for the next 3 weeks:

·         LCM on the European Union (Withdrawal Agreement) Bill (90 mins)


Wednesday 22 January 2020 –

·         LCM on the Direct Payments to Farmers (Legislative Continuity) Bill (30 mins)

·         Statement by the Deputy Minister for Housing and Local Government: Supporting our Town Centres (45 mins)

Business Committee determined the organisation of Assembly business and agreed to schedule the following items of business:

4       Legislation



4.1   Letter from the Finance Minister and Trefnydd

Business Managers agreed to set a reporting deadline of Thursday 23 January for the Constitutional and Legislative Affairs and Finance Committees to report on the Landfill Disposals Tax (Tax Rates) (Wales) (Amendment) Regulations 2020.



5       Committees



5.1   Request to amend the timetable of the Standards of Conduct Committee

Business Managers agreed to revise the Standards of Conduct Committee’s meeting slot within the Committee Timetable so that it can meet weekly on Tuesday mornings.




6       Any Other Business

The Trefnydd informed the Committee that the government intended to lay a legislative consent memorandum in relation to the Direct Payments to Farmers (Legislative Continuity) Bill today, and that the Parliamentary timetable required the motion to be scheduled for next week. Business Managers agreed to refer the LCM to the Constitutional and Legislative Affairs and Climate Change, Environment and Rural Affairs Committees, with a reporting deadline of Tuesday 21 January.
