3.1   This Week's Business







A Committee of the Whole Assembly convened to consider Stage 2 of the Senedd and Elections (Wales) Bill will take place after the meeting. Provisional indications are that the finish time could be around 10pm.



3.2   Three Week Timetable of Government Business

Business Committee noted the 3 Week Timetable of Government Business.



3.3   Three Week Timetable of Assembly Business

Business Committee determined the organisation of Assembly business and agreed to schedule the following items of business:


Wednesday 6 November 2019 –


Debate on the Health, Social Care and Sport Committee report: Hepatitis C: Progress towards achieving elimination in Wales (30 mins)

Debate on Petition P-05-854 - Make Learning Disability training mandatory for hospital staff (60 mins)

Time allocated to Plaid Cymru (60 mins)




3.4   Debate on Members' Legislative Proposals


Business Managers selected the following motion for debate on 16 October:

NNDM7155 Huw Irranca-Davies (Ogmore)


To propose that the National Assembly for Wales:


1. Notes a proposal for a Bill on the use of single-use plastics.


2. Notes that the purpose of this Bill would be to:


a) significantly reduce the use of single-use plastics based on the best international practise and research, which would establish Wales as a world-leader in reducing plastic waste;


b) introduce appropriate taxes and levies to significantly reduce the production and use of single use plastics in Wales;


c) introduce a cross-government action-plan including a comprehensive suite of measures to significantly reduce use of single use plastics; and


d) establish targets and milestones for the reduction of specific single-use plastics.

4.1   Procedures for Stage 2 of the Senedd and Elections (Wales) Bill

Business Managers noted the paper.



4.2   Letter from the Chair of Health, Social Care and Sport Committee

Business Managers agreed the timetable and noted the comments in the letter.



5       Committees



5.1   Committee on Assembly Electoral Reform - Timetabling

Business Managers considered the options and agreed to schedule a Monday morning slot for the Committee on Assembly Electoral Reform to meet.



6       Standing Orders



6.1   Amending Standing Orders - Public Services Ombudsman for Wales

Business Managers noted the letters, and agreed to propose the changes to Standing Orders, and the changes to the Finance Committee and the Committee for Equalities, Local Government and Communities’ remits, and to lay a report to this effect.
