1       Introductions, apologies and substitutions

1.   The Chair welcomed everyone to the meeting.


2.   Apologies were received from Jayne Bryant, Janet Finch-Saunders, Russell George, John Griffiths, Mike Hedges, Nick Ramsay and Bethan Sayed.






2.1   Written Statement by the Welsh Government - Response to the High Court judgement

1.   To avoid a possible conflict of interest, the Chair sought nominations to elect a temporary Chair for item 2.1.


2.   David Rees was nominated by Mick Antoniw and was elected as temporary Chair in accordance with Standing Order 17.22.


3.   Ann Jones, AM excused herself from the meeting for item 2.1.


4.   The Committee asked the First Minister questions on his Written Statement.




2.2   The First Minister's priorities for the remainder of the fifth Assembly

The Committee scrutinised the First Minister on his priorities for the remainder of the fifth Assembly.



2.3   Issues relating to the UK's withdrawal from the European Union

1.   The Committee scrutinised the First Minister on the latest developments relating to the UK's withdrawal from the European Union.


2.   Lynne Neagle declared the following relevant interest under Standing Order 17.24A:


A temporary member of staff in her office might have been involved in discussions in relation to item 2.1.



2.4   Topical Matters

Given that a number of topical issues had been raised in earlier business, no questions were asked under this item



3       Motion under Standing Order 17.42 to resolve to exclude the public from the meeting for the following business:

The Motion was not moved.



4       Discussion of evidence from preceding sessions

The Committee did not move the motion to meet in private to discuss the evidence from the previous session.
