1       Introductions, apologies, substitutions and declarations of interest

1.1 The Chair welcomed Members. Apologies were received from Jack Sargeant AM and Michelle Brown AM, there were no substitutes.



2       Scrutiny of the Healthy Weight: Healthy Wales Draft Strategy - evidence session

2.1 The Committee scrutinised the Chief Medical Officer on the draft strategy.

2.3 The CMO agreed to provide information clarifying the amount of funding received by the Welsh Government as a result of the Soft Drink Levy consequential.



3       Papers to note

3.1 The papers were noted.

3.2 The Committee agreed to write to the Minister for Health and Social Services regarding Tier 4 CAMHS inpatient services in Wales.

3.2 The Committee agreed to respond to the Petitions Committee in relation to Petition P-05-857 – Create a National Taskforce for children’s mental health.

3.3 The Committee agreed to accept the offer of a briefing on cumulative impact assessments from the Equality and Human Rights Commission.





4       Motion under Standing Order 17.42(ix) to resolve to exclude the public from the meeting for the remainder of the meeting

4.1 The Motion was agreed.



5       Scrutiny of the Healthy Weight: Healthy Wales draft strategy - consideration of the evidence

5.1 The Committee considered the evidence heard during the session with the Chief Medical Officer. The Committee agreed to consider a draft consultation response at the meeting on 28 March.



6       The status of the Welsh Baccalaureate Qualification - consideration of the draft report

6.1 Subject to minor amendments, the Committee agreed the draft report.



7       Draft Additional Learning Needs Code - consideration of the consultation response

7.1 Subject to minor amendments, the Committee agreed the draft consultation response.



8       Welsh Government Draft Budget 2019 - 20: Impact assessments accompanying draft budgets - consideration of the draft report

8.1 The Committee agreed the draft report.



9       Children (Abolition of Defence of Reasonable Punishment) (Wales) Bill timetable

9.1 The Committee considered the Bill timetable.
