1       Introductions, apologies, substitutions and declarations of interest

1.1     The Chair welcomed Members to the meeting.

1.2     Apologies were received from Joyce Watson, Michelle Brown and David Melding.

1.3     Suzy Davies and Vikki Howells attended as substitutes.

1.4     Huw Irranca-Davies declared an interest as he is Chair of the Wales Programme Monitoring Committee and Chair of the European Advisory Group. Mr Irranca-Davies agreed to absent himself from asking questions that related to these roles.

2.1     The First Minister responded to questions from Members.

3.1   Paper to note 1 - Correspondence from the Secretary of State for Wales to the Chair regarding the future of regional funding after Brexit - 12 March 2019

3.1     The paper was noted.



3.2   Paper to note 2 - Correspondence from the Constitutional and Legislative Affairs Committee Chair to Committee Chairs regarding inter-institutional relations agreement between the Assembly and Government - 15 March 2019

3.2     The paper was noted.



3.3   Paper to note 3 - Correspondence from the Brexit Minister to the Chair regarding 11 March meeting follow up - 18 March 2019

3.3     The paper was noted.



3.4   Paper to note 4 - Correspondence from Robin Walker MP to the Chair regarding invitation to appear before the Committee - 18 March 2019

3.4     The paper was noted.



3.5   Paper to note 5 - Correspondence from the First Minister to the Chair in response to the Committee's letter regarding the Assembly’s role in legislating for Brexit - 20 March 2019

3.5     The paper was noted.



4       Motion under Standing Order 17.42(vi) to resolve to exclude the public from the remainder of the meeting

4.1     The motion was agreed.



5       Scrutiny session with the First Minister of Wales - consideration of evidence

5.1     Members considered the evidence received.



6       Scrutiny of international agreements

6.1     Members considered the following agreements:

·         UK-Switzerland-Liechtenstein Trade Agreement

·         UK/Switzerland: Agreement on Citizens’ Rights following Withdrawal of UK from the EU and Free Movement of Persons Agreement

6.2     Members agreed to write to the Minister for International Relations and the Welsh Language in pursuit of a consultation issue raised by these, and previous, agreements.



7       Preparing for Brexit - Consideration of draft correspondence to the Counsel General and Brexit Minister

7.1     Members agreed to write to the Counsel General and Brexit Minister regarding the Wales Audit Office report on Brexit preparedness.
