1       Introductions, apologies, substitutions and declarations of interest

1.1        The Chair welcomed Members. Apologies were received from Michelle Brown, there was no substitute.

1.2        Under Standing Order 17.24 Darren Millar AM declared that his daughter appeared in the video that was shown at the start of the meeting and that he was a Governor at St Brigid’s School.



2       Provision of textbooks and learning resources for pupils - Video

2.1 The Committee watched a short video.



3       Provision of textbooks and learning resources for pupils - evidence session

3.1     The Committee heard evidence from Qualifications Wales and WJEC.




4       Paper(s) to note

4.1 The papers were noted.





5       Motion under Standing Order 17.42(ix) to resolve to exclude the public for the remainder of the meeting.

5.1 The Motion was agreed.



6       Committee Forward Work Programme - Strategic planning session

6.1 The Committee considered the long term forward work programme. It agreed that specific pieces of would be scoped and considered at a future meeting.


6.2 The Committee agreed to conduct an inquiry into the Welsh Baccalaureate, with a consultation launched before the summer recess.


6.3 The Committee agreed to write to the Cabinet Secretary for an update on Neonatal Care, particularly in relation to the third edition of neonatal standards.


6.4 The Committee agreed to write to the Cabinet Secretary to clarify the position on funding for the Children and Families Delivery Grant.


6.5 The Committee agreed to write to the Cabinet Secretary, seeking further information on the timings for the forthcoming School Organisation Code.


6.6 The Committee agreed to write to the Finance Committee to highlight concerns about the temporary of data provided by the Welsh Government for draft budgets.


6.7 The Committee agreed to write to the Welsh Government outlining some key issues it would like to address as part of the next budget round, including its expectations that a CRIA will be provided for the 2019 – 2020 Draft Budget.
