1 Introductions, apologies and substitutions
The Chair welcomed Members. Apologies were received from Bethan Jenkins and Suzy Davies. For the afternoon session the Chair welcomed Andrew RT Davies who was substituting for Paul Davies.
2 Welsh Government draft budget proposals for 2015-16: Ministerial Scrutiny Session
The Committee scrutinised the Minister for Communities and Tackling Poverty on draft budget proposals. The Committee agreed to write to the Minister on the issues raised during the session.
3 Papers to note
The paper was noted.
3.1 Committee Forward Work Programme
4 Motion under Standing Order 17.42 to resolve to exclude the public from the meeting for the following business:

5 Inquiry into Child and Adolescent Mental Health Services - Consideration of draft report
The Committee considered the draft report. The draft report would be considered again at the next meeting.
6 Financial Education and Inclusion (Wales) Bill - Consideration of key issues
The Committee considered a paper on the key issues. The draft report would be considered at the next meeting.
7 Welsh Government draft budget proposals for 2015-16: Ministerial Scrutiny Session
The Committee scrutinised the Minister for Education and Skills and the Deputy Minister on the draft budget proposals. The Committee agreed to write to the Minister and Deputy Minister on the issues raised during the session.
